DREs shall be arranged in the polling place in such a manner as to: (a) Ensure the privacy of the elector while voting on such units; (b) Allow monitoring of the units by the poll managers while the polls are open; and (c) Permit the public and lawful poll watchers to observe the voting without affecting the privacy of the electors as they vote.
