Completion of declaration specified in federal Uniformed and Overseas Citizens Absentee Voting Act. The absent voter, upon receipt of the absentee ballot, shall complete the declaration specified in the Uniformed and Overseas Citizens Absentee Voting Act, 42 USC Section 1973ff et seq.
