Except as otherwise provided in § 17-9.1-6 , the original and any duplicate registration cards shall be public records and shall be open to public inspection and copying at all reasonable times. Except where confidentiality is otherwise required under other provisions of this title, all other records concerning the implementation of programs and activities conducted for the purpose of ensuring the accuracy and currency of official lists of eligible voters, and the registration lists prepared pursuant to § 17-9.1-21 , shall also be deemed public records.
