§ § 4Custodian of public moneys; eligibility to office, accounting

Sec. 4.
    No person having custody or control of public moneys shall be a member of the legislature,
 or be eligible to any office of trust or profit under this state, until he shall have made an
 accounting, as provided by law, of all sums for which he may be liable.
